It’s okay to ask a provider what methods they’ll use to help rank your website. This is how you tell the difference between “black-hat SEO” and “white-hat SEO” – i.e. people who abuse the system and do things that Google doesn’t like and people who are on the straight and narrow.
Buying links, paying to promote a website, spamming keywords, and other tactics that sound too good to be true and suspicious are what black-hat SEO providers use. This will get you punished by Google if you use them, so be careful.
